I think this was out of her hands by law and more likely the other way around: the Yellow leadership refused to pick someone in reprisal for what Elaida did to Shemerin. <br /><br />Elaida selected Galina (and it's Galina who could have opposed this choice...) and imposed some things to the embassy (control switching to Galina etc.) - and of course instructions were hers and the goals were set by her, but it's the AH/Sitters who chose their official representatives (Jesse of the Brown sure did). This suggests the Yellow AH refused to send anyone when Elaida asked. With the three examples of Embassies of the Rebels (Rand, rulers, BT), it's always the Hall (and the AH behind them) that decided who's going and from which Ajahs. Same for the Fal Dara embassy. It seems the Amyrlin by law can only ask the Ajahs to form an embassy of its choice when she needs one, and the rest is between Sitters and AH. Egwene didn't get involved at all in the BT one, though the negotiations would bind the Tower and Amyrlin as much as the Hall (I guess the Amyrlin ratifies or not the alliance in the Tower's name in the end, though). Egwene also agreed to negotiations with Elaida, but the envoys were the Hall's to decide on. <br /><br />The Yellow seems characterized by its independance from the other Ajahs, its bickering nature, and its dislike of authority - they're even quite a bit bullies - and they bear grudges very easily.<br /><br />In politics, they often sulk, begrudge, let their personal antipathies influence their decisions - and they tend to stand aside. Either they vote first to grab the lead, or they wait last, to appear to cast the deciding vote (when all votes are of course equal). <br /><br />It's reflected in the personalities of the main Yellow characters, like Nynaeve and Romanda. Doesine is another, foul-mouthed, bad tempered bully. Corele is nicer, but when she decides to bully.... Samitsu is a bit like this too. <br /><br />Other example of the Yellow's nature are seen in their internal affairs. Magla and Romanda bickered over positions. Romanda mentionned that she gained little power (independant streak within the Ajah this time). <br /><br />How many times have we seen Nynaeve start fights, defy authority, sulk or bear grudges, or refusing to admit she's wrong, or to apologize? Romanda is similar. And it's also it's a bunch of Yellows we saw virtually fighting one another in public in front of servants and novices and all (so much for AS decorum) over who would get to study Nynaeve's healing first... even Romanda herself was part of this "street fight"!!<br /><br />There's irony in this. We don't see much of their nature as Healers reflected in politics (or personal relationships). They're not big on letting wounds heal...<br /><br />It's also pretty funny how Jordan suggested the Yellows are this way for lack of love, romance and well... good sex. "Glorious sex" was the beginning of the taming of Nynaeve's temper. Then there's Romanda the bully, whose idea of relaxation is reading WOT Harlequin novels. Corele too mellowed down after bonding Flinn.
